Tom Salvaggio is the President and CEO of CAI, where he leads the company’s growth in delivering high-quality digital transformation services by integrating talent and technology. He oversees new technology ventures, sales strategies, and productivity improvements to enhance client experiences while shaping the direction of CAI’s Commercial and Public Sector portfolios. Additionally, he co-founded Salvaggio Academy, an innovative elementary school focused on blended learning and academic excellence.
Thank you for joining us. To start, could you share a little about yourself, and how you got started?
My journey to becoming President and CEO of CAI has been driven by my passion for people and innovation where we build something meaningful that truly makes an impact. When I stepped into this role, my vision was clear: to unite talent and technology in a way that empowers our clients, our colleagues, and the communities we serve. I’m always thinking about how we can push boundaries to create value for our clients and make a real impact. At the core of everything I do is a commitment to our purpose: people who help people. That purpose drives how we innovate, lead with intention, and create opportunities that leave a meaningful impact on those we serve.
What was your biggest challenge in those early days?
It would have to be scaling the business while remaining competitive in an industry that was, and still is, constantly evolving. We had to manage complex projects and build high-performing teams all while learning and growing with new technologies to meet our clients’ expectations. Looking back on it now, we’re using those same lessons in agility today. Yes, the technology landscape is largely different, and the needs of our clients have changed, but staying innovative in an advancing world still rings true.
Was there anything specific that inspired you to prioritize CPD initiatives in your company?
I’ve always believed that people are the heartbeat of any successful organization; they are the ultimate drivers of growth. Over the years, I’ve witnessed how investing in professional development transforms individuals and elevates organizations in remarkable ways. First and foremost, creating an environment that prioritizes continuous learning fosters a culture where top talent wants to be. When people are given the proper tools to grow, they thrive — and that energy creates a ripple effect throughout the company. Second, a focus on CPD strengthens the workforce, enhancing our ability to execute strategies effectively and maintain a competitive edge in a constantly evolving market. Professional development isn’t only a retention strategy, but it’s a commitment to empowering our people to realize their full potential. At CAI, we’ve embedded this in our culture because we understand that when employees know they’re valued and supported, they’re more engaged and innovative. Can you explain why this is important for the success of a business?

Additionally, prioritizing professional development strengthens your employee value proposition, making your company a magnet for top-tier talent. By aligning employee development with business objectives, you empower individuals and teams to grow while driving the company forward. In short, putting people first creates lasting success that benefits everyone involved.
Can you please share with us, and briefly explain the first major initiative you started that directly benefited your employees?
We introduced a weekslong program called Leadership Essentials designed to build and refine skills in a variety of core competencies including organizational leadership, communication, and emotional intelligence. It was created to empower our workforce with the skillsets they need to lead with confidence. Over time our Talent Development Team evolved the program into three distinct tiers, offering specialized learning content tailored to employees at different levels in their career. It’s a truly dynamic and engaging learning experience. More recently, we’ve expanded our investments to deepen our commitment to CPD. We launched a robust learning management system with a growing library of content, as well as MasterClass for leaders with a variety of topics taught by industry experts at the top of their game. We are cultivating intellectual curiosity — one of our core values — so that our employees can explore their passions.
Do you have an example of a situation where you didn’t get the result you were looking for, and tell us what happened as a result?
We quickly learned a valuable lesson about engagement: if the learning material doesn’t connect to employees’ individual goals, participation rates will fall short. While our initial programs were built with the best intentions, the content didn’t fully align with our team members’ aspirations. That lack of connection plus the hurdle of employees finding the time to complete trainings while managing their day-to-day work made learning feel more like an obligation than an opportunity. So, to address the issue, we listened to our people and co-created content that better aligned with their needs, desires, and passions. Once we had the new material, we communicated the bigger purpose behind each training. Participation rates rose because the material was engaging, digestible, and ultimately a reflection of what our employees wanted.
What has been the most impactful CPD initiative you’ve seen other companies offer, and how did it inspire or influence your own approach?
I’ve admired Amazon’s Technical Academy. They enable non-technical employees to transition into software engineering roles by providing hands-on experience with real-world projects. Usually, this type of training is costly, but Amazon fully funds the program making it much more accessible to their employees and they align employee aspirations with their organization’s needs. Not only does it boost employee satisfaction and engagement, but it also solves any talent gaps in their workforce. Their academy inspired our own investments in platforms like MasterClass with courses ranging from leadership and communication skills to lifestyle topics like cooking and yoga. We are dedicated to empowering our workforce to explore their passions and broaden their perspectives as it strengthens both their personal and professional lives.
What challenges might companies face when implementing these initiatives, and how can they overcome them?
Participation and adoption rates will be low if the program’s topics aren’t prioritizing your employees. But if the content is centered around employees’ wants and aligns with the growth trajectory of the business, excitement and engagement will quickly be apparent. It’s about understanding your employees’ career goals and identifying the skills they need to achieve them.

How do you measure the success and ROI of these CPD initiatives?
A true measurement is if employees show behavioral changes from what they learned. Are they applying new skills to their work? Are they more engaged and satisfied? Through surveys and direct feedback, we evaluate whether the training resonates, adds value, and inspires employees to grow. We also track career development and retention rates. Metrics like internal mobility, promotions, and retention reveal how our programs are empowering employees to take on new challenges and elevate their craft. Beyond individual growth, innovation benchmarks and business impact help us assess how upskilling drives creativity, problem-solving, and better outcomes for clients. To assess this means looking for stronger client relationships, effective product development, or improved internal processes. Lastly, conduct a cost-benefit analysis by comparing the investments in development programs against measurable results — productivity, turnover costs, or accelerated innovation. Looking at it holistically ensures that our initiatives are delivering a meaningful return on investment.
Looking forward, how do you see the role of CPD evolving in the next 5–10 years?
The core principle of CPD will remain the same: investing in your people is the foundation of a successful and resilient business. What’s exciting is how AI will transform the way we deliver and consume learning. But what will change is the way AI transforms learning. AI-powered tools revolutionize how content is delivered and consumed. These platforms will deliver bite-sized, on-demand content at the time it’s needed, making learning more engaging and accessible. Real-time analytics will allow us to track individual progress and refine training strategies in real-time, ensuring employees get exactly what they need to succeed. AI is reshaping the way we create and deliver learning materials, unlocking new possibilities to produce tailored, high-impact content faster than ever. As leaders, we need to embrace advancements to empower our employees to grow and adapt for the future. It will help us all become more dynamic and competitive.
What advice would you give to business leaders who are hesitating to make these changes?
Investing in your people is one of the most powerful moves you can make. It’s about cultivating a culture of growth and resilience. When employees see that their development is a priority, they’re more engaged, loyal, and motivated to contribute to the company’s success. If you’re still hesitating, my advice is to start small but start now. Begin by looking for cost-effective options like online platforms, webinars, or peer-to-peer learning. But the real key is to listen to your employees to understand their aspirations and the skills they want to develop. Then communicate the purpose behind your initiatives in a way that resonates with them. Show how development programs align with individual growth and your company’s vision. By taking intentional steps, you’ll unlock their potential and build a workforce that is future-ready.
Can you share any upcoming initiatives or plans you have for further investing in your employees?

We’re rolling out a comprehensive AI training program that meets employees where they are on their journey. Companywide we’ll provide foundational training on how to use large language models to enhance productivity, streamline workflows, and improve everyday tasks.
